People of Determination

​Dubai cares about people of determination irrespective of whether they are citizens, residents or visitors. The UAE Guardian’s Association provides social and psychological support for parents and guardians of people of determination. Click here to view a list of the training courses organized by the association.

In November 2006, the UAE Federal Government passed the UAE Disability Act (Federal Law No. 29/2006) to protect the rights of people of determination. This law stipulates that UAE people of determination have the same rights to work and occupy public positions. The UAE ratified the United Nations Convention on the Rights of Persons with Disabilities on the March 19, 2010.

In March 2014, HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE, in his capacity as the Ruler of Dubai, issued Law No. (2) of 2014 “to protect the rights of people of determination in the emirate of Dubai”. The law supports Federal Law No. (29) for 2006 concerning the rights of people of determination, and confirms the attention given by Dubai to people of determination and their leading role in the process of building and development of human capital. The Law aims to provide high-quality medical care and social services, boost public awareness and contribute to integrating people of determination into society and reaffirm their participation in social development.

Special facilities at airport and hotels

Dubai Civil Aviation Authority has dedicated personalized services at Dubai Airport for people of determination, while an increasing number of public areas and hotels now have access and facilities with specially adapted rooms and facilities for people of determination. 

Many major hotels in the city have adapted rooms and facilities especially for people of determination. These hotels include City Centre Hotel, Crowne Plaza Hotel, Hilton International Dubai, Hyatt Regency, Jebel Ali Golf Resort & Spa, Jumeira Beach Hotel, JW Marriott Hotel, Metropolitan Palace Hotel, Oasis Beach Hotel, Radisson SAS Hotel - Jumeirah Beach, The Ritz-Carlton Dubai and Renaissance Dubai Hotel.
People of determination vehicles and parking
RTA-affiliated Dubai Taxi Corporation has allocated a number of specially designed vans for people of determination. The vans are equipped with lifts to carry passengers inside the van along with wheelchairs for comfortable and secure ride of people of determination inside the vehicles. The RTA has also exempted people of determination from Salik charges and has ensured that the design of the Dubai Metro project meet the requirements of people of determination. People of determination residing in Dubai as well as tourists and visitors can submit an online application to the RTA together with a medical certificate showing the disability and whether it is permanent or temporary so as to get a special free car-parking permit for people of determination.

Free parking cards for UAE elderly and people of determination
RTA provides free parking facilities for UAE elderly people (above 60 years) and people of determination (any nationality). Special parking cards need to be renewed every five years and can only be issued in the name of the elderly applicant or people of determination. Applications need to be submitted at any RTA-affiliated customer service centres: Deira, Umm Al Ramoul, or Al Barsha. Services are also available for lost cards and for amendments to such cards.

The RTA also exempts people of determination from the vehicle registration fees of AED 360. They will have to pay only AED 50 for the technical inspection of the vehicle at the RTA approved companies. More information.
Special sign-language call centre from DEWA
The Dubai Electricity and Water Authority (DEWA) has the Ash’ir (Arabic for ‘to signal’) live video chat service on its smartphone app (Apple and Android).  Specially trained employees at the DEWA call centre can use sign language to communicate with DEWA customers who have disabilities, such as speech disorders or hearing impairments.  The Ash’ir service adheres to the directives of HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice President & Prime Minister of UAE and Ruler of Dubai to transform Dubai and the UAE into a hub for humanitarian work and to promote community services for the welfare of citizens and residents. It also complements  the ‘My community...a city for everyone’ initiative,  launched by Sheikh Hamdan Bin Mohammed Rashid Al Maktoum, Crown Prince of Dubai & Chairman of the Executive Council to make Dubai a disabled-friendly city by 2020.
Schools for people of determination
While the government has always supported education of people of determination, it is such schools like Dubai Autism Center, Dubai Center for Special Needs, Al Noor Training Centre and Rashid Paediatric Therapy Centre that have given a spark of hope to children with disabilities. Dubai Club for Special Sports
The Dubai Club for Special Sports is devoted to build and look after people of determination from the physical, psychological and intellectual viewpoints by helping them take part in sports, cultural and social activities and prompting them to make the best use of their leisure time. The club provides its members with many services which can be viewed on its website.
Application for Disabled from Dubai Police
The Application Form for People of Determination is a social service provided to Dubai Police employees and their disabled children, enabling them to merge with the society. The application can be followed up through the same service.

El Kayt employment for job-seekers and employers
The El Kayt employment programme is an initiative by the Community Development Authority (CDA) for the employment of people of determination, by empowering and integrating them within a society that respects everyone and believes that people of determination are entitled to the same rights and privileges that other citizens enjoy. ‘El Kayt’ is the local Arabic name for a lifeboat – a small boat attached to a bigger ship. Lifeboats, though small, can be a life saver during an emergency. In the same way, a person of determination may be very effective in society if given an opportunity.
The El Kayt employment programme aims at providing people of determination with the same rights and benefits as other citizens, empowering them in productive employment which is appropriate for their academic qualifications and their physical capabilities in leading institutions in the public and private sectors, and to providing appropriate training to enhance their personal skills and raise awareness about disability and related topics within the community. Job seekers and potential employers are encouraged to contact CDA for jobs and to offer employment for people of determination respectively.
Sanad card for people of determination from CDA
The CDA has introduced a special card for people of determination. Called 'Sanad' the card will provide discounts for public transport and healthcare services; while also bringing the community closer. It is available free of cost for both Emiratis and expatriates.
Sharjah City for Humanitarian Services
The Sharjah City for Humanitarian Services (SCHS) is an independent charity providing care and rehabilitation services for people of determination in the UAE. At the same time, SCHS strives to bring the causes of disability to a minimum through early intervention, social rehabilitation, empowering people of determination and maintaining their basic rights to education, rehabilitation and employment, thereby enabling them to merge more easily into their society. Within this framework, SCHS provides many services for people of determination through its affiliated branches and centres.

Sharjah-based Al Thiqah Club for Handicapped, the first club for the people of determination in the UAE, provides integrated services to this category at the cultural, social, rehabilitation and sports levels.
